Borg Queen
The Borg have simultaneously fascinated and terrorized Starfleet (and just about everyone else in the universe), but no member of the Borg collective ever stood out like this one. In Star Trek: First Contact, during an impromptu time-travel mission into the past to destroy a Borg ship and restore their own future, Picard and company were oblivious to the fact that Borg soldiers had slipped aboard the Enterprise and were beginning to take it over. Once they had a foothold on the ship, the Borg soon captured Data, and the Borg Queen (Alice Krige) made her presence known.
Claiming to be the Collective itself, the Borg Queen was unlike any Borg ever encountered, even the famous "Hugh" from the TNG series. She spoke as a leader, a commander of the Borg army, displaying her complete control over it. With a direct connection to every member of her force, she knew exactly what they knew and could see what they saw. As soon as she had Data within her grasp, she showed she could create instantaneous force fields and mobilize her troops. However, she showed her softer and more sexual side as she attempted to convince Data that her side was worth fighting on. The resulting kiss between the two is one of the grossest in cinematic history, but for Data, it was enough to make him consider the offer.
As soon as Captain Picard found his way to the Borg stronghold aboard the Enterprise, the Queen revealed her hopes for his cooperation as well. The once "Locutus" could take his place by her side, but Jean-Luc would have none of it. Instead, Data would surprise the Queen with his own double-cross and save the day by drowning her in a sea of deadly gas. With his own two hands, Picard would snap the metalic neck of the Borg Queen, bringing an end to her life and plans. In the end, she remains quite easily the scariest villain in the Star Trek universe, and one of the few to bring Data to consider turning to the dark side... even if it was only for a few milliseconds.
INTELLIGENCE - 7: Her plans would have yielded incredible results for the Borg but for the resistance of one android.
POWER - 6: Her power over the collective gives her access to anything - or anyone - connected to it. Disconnected, she's not as fierce.
VILENESS - 8: Like a true Borg, the Queen was prepared to destroy the lives of millions via assimilation.
SWAY - 8: Her calm and cool delivery was downright chilling, especially while trying to manipulate the emotions of her target (i.e. Data).
PURITY - 10: Like the Borg Collective, she is of one mind and one purpose, and resistance is futile.
PHYSICAL - 10: This repulsive being makes her entrance by lowering her turso into the rest of her body. Yecch!
